Odisha State Population-Based Cancer Registry

A state-wide initiative dedicated to collecting, analyzing,
and strengthening cancer surveillance data across Odisha
To support evidence-based public health planning and policy decisions.

Our Mission

Building a robust statewide cancer registry framework to improve cancer surveillance, epidemiological research, and healthcare planning.

Registry Overview

OSPBCR is a statewide system for understanding where, when, and among whom cancer occurs in Odisha. It brings information from healthcare facilities and reporting centres into a consistent population-based record.

From consistent reporting to a clearer picture of cancer

Through systematic case finding, validation, coding, de-duplication, and analysis, the registry builds reliable evidence that can be compared across locations and over time.

This shared evidence helps public-health leaders, clinicians, and researchers recognise patterns, identify information gaps, and plan responses that reflect the needs of Odisha's communities.

Connected reporting

Coordinates information from participating healthcare and reporting centres across the state.

Quality-assured records

Uses standard definitions, verification, coding, and duplicate checks to improve consistency.

Locally useful insight

Turns case records into meaningful patterns and trends for research, prevention, and planning.

Evidence pathway One shared evidence base

Information progresses through three connected evidence stages.

Reliable records Captured, standardised, and quality-checked case information.
Comparable trends Patterns evaluated across populations, locations, and time.
Evidence-led decisions Findings prepared for research, planning, and policy support.
Registry foundation Strategic priorities
What the registry is designed to achieve

Key Objectives

Registry Overview describes the statewide evidence system and its core purpose. These four objectives remain distinct by defining the measurable capabilities and public-health value that OSPBCR is working to strengthen.

01 Coverage

Statewide surveillance framework

Establish a robust statewide cancer surveillance framework.

Expanded focus Connect participating facilities and reporting centres, strengthen district reach, and support continuous population-based case capture.
  • Coordinated reporting network
  • Broad geographic representation
02 Quality

Consistent, comparable records

Improve data quality and reporting consistency across districts.

Expanded focus Promote shared definitions, standard coding, validation practices, timely feedback, and trained reporting teams.
  • Common quality standards
  • Comparable district information
03 Knowledge

Research-ready cancer evidence

Support epidemiological and clinical cancer research.

Expanded focus Provide documented population-level evidence for studying cancer burden, geographic patterns, trends, and locally relevant research questions.
  • Pattern and trend analysis
  • Evidence for new research
04 Action

Evidence-led public-health decisions

Enable evidence-based public health decision-making.

Expanded focus Translate registry findings into useful intelligence for prevention priorities, service planning, resource allocation, and policy review.
  • Planning and priority setting
  • Policy and programme support

Operational Workflow

A traceable four-stage process moves cancer information from case identification to quality-assured analysis and reporting. Each stage has a distinct responsibility and a defined output for the next stage.

01

Data collection

Identify eligible cases and build a structured record from recognised reporting sources.

  • Prepare and maintain source lists
  • Retrieve cancer patient information from the source
  • Abstract essential details for cancer cases
  • Record source and case information consistently
Stage outputStructured case record ready for verification
02

Validation

Confirm that collected information is accurate, complete, consistent, and suitable for analysis.

  • Cross-verify cancer patient information
  • Perform completeness and data-quality checks
  • Resolve duplicate or conflicting entries
  • Complete quality control by a cancer registry expert
Stage outputQuality-assured registry dataset
03

Analysis

Convert verified records into population-level measures, comparisons, and interpretable patterns.

  • Conduct district-wise and block-wise data analysis
  • Calculate appropriate cancer registry rates
  • Compare patterns across place and time
  • Identify notable trends and information gaps
Stage outputEvidence on cancer burden, distribution, and trends
04

Reporting

Communicate findings in clear formats that support review, planning, and public-health action.

  • Report findings to the State of Odisha
  • Present cancer patterns at state and district levels
  • Share evidence for programme and service planning
  • Provide suggestions and recommendations to the Government of Odisha
Stage outputActionable summaries and recommendations
