Executive Summary
The Odisha State Population Based Cancer Registry (OSPBCR) is an initiative of the
Department of Health and Family Welfare, Government of Odisha, to systematically
document the cancer burden across the state, covering a population of 45 million
people. The registry is being implemented from 2026 onwards with technical support
from Tata Memorial Centre, Mumbai, and the National Institute for Science Education
and Research (NISER), Jatni, Odisha.
A training workshop for officials from major cancer treatment facilities and
tertiary care centres in Bhubaneswar and Cuttack was conducted from 27th January to
3rd February 2026. The workshop was also attended by the newly recruited OSPBCR team,
comprising one State Coordinator, five Zonal Coordinators, and one Programmer, with a
total of 40 participants taking part in the programme.
The training covered the fundamental principles of population-based cancer
registration, case abstraction procedures, ICD-O-3 coding, use of the "SETU"
web-based cancer registration system, follow-up techniques, and the Standard Operating
Procedure (SOP) for PBCR implementation. Expert faculty delivered lectures on cancer
management and clinical terminologies to strengthen participants' understanding of
data abstraction, while practical demonstrations were conducted by the Khordha PBCR
team. Pre- and post-training assessments indicated a strong understanding of
registry-related concepts and readiness among participants to support registry
activities.
The workshop coincided with the observance of World Cancer Day 2026, during which the
Department of Health and Family Welfare, Government of Odisha, officially launched the
Odisha State Population Based Cancer Registry at the National Institute of Science
Education and Research (NISER), Bhubaneswar. The programme was inaugurated by
Dr. Nilakantha Mishra, Director of Public Health, Government of Odisha, and was
presided over by Dr. A. Srinivasan, Dean of Faculty Affairs, NISER, marking an
important milestone in strengthening cancer surveillance across the state.
